Tellurian和Petronet續(xù)簽LNG投資協(xié)議

據(jù)管道新聞網(wǎng)7月22日消息稱(chēng)，熟悉情況的印度消息人士稱(chēng)，該國(guó)最大的天然氣進(jìn)口商Petronet LNG已與總部位于美國(guó)的Tellurian LNG續(xù)簽協(xié)議，以便雙方有更多時(shí)間完成對(duì)路易斯安那州的Tellurian Driftwood出口項(xiàng)目的投資。

消息人士稱(chēng)，Petronet和Tellurian目前必須在12月底前完成交易。由由于全球天然氣價(jià)格急劇下滑，開(kāi)發(fā)商今年推遲了許多北美液化天然氣項(xiàng)目。2019年液化天然氣供應(yīng)增長(zhǎng)創(chuàng)記錄，而冠狀病毒削弱了總體燃料需求。

兩家公司于2019年9月簽署了一項(xiàng)非約束性協(xié)議，Petronet同意就該項(xiàng)目使用期內(nèi)每年購(gòu)買(mǎi)至多500萬(wàn)噸液化天然氣進(jìn)行談判，同時(shí)對(duì)Driftwood進(jìn)行股權(quán)投資。

印度正在擴(kuò)建管道網(wǎng)絡(luò)，建設(shè)液化天然氣進(jìn)口終端，以鼓勵(lì)使用更清潔的燃料。印度總理Narendra Modi制定了目標(biāo)，到2030年將天然氣在印度能源結(jié)構(gòu)中的比重從目前的6.2%提高到15%。

Tellurian表示：“液化天然氣的長(zhǎng)期基本面沒(méi)有改變，只是受COVID-19影響有所放緩。印度繼續(xù)需要大量液化天然氣，而美國(guó)繼續(xù)生產(chǎn)成本最低的液化天然氣，因此Tellurian將繼續(xù)與印度所有液化天然氣買(mǎi)家合作，這是合情合理的?！?/span>

Tellurian曾表示，這個(gè)價(jià)值275億美元的Driftwood項(xiàng)目（包括管道），計(jì)劃每年生產(chǎn)2760萬(wàn)噸液化天然氣。

Tellurian, Petronet Renew LNG Investment Deal

Indian sources familiar with the matter said the country’s top gas importer, Petronet LNG, has renewed a deal with U.S.-based Tellurian LNG to give the parties more time to finalize an investment in Tellurian’s Driftwood export project in Louisiana.

Petronet and Tellurian now have until the end of December to finalize the deal, sources said. Developers have delayed numerous North American LNG projects this year due to a sharp downturn in global gas prices. LNG supply increased by a record amount in 2019, and the coronavirus has sapped overall fuel demand.

The companies signed a non-binding agreement in September 2019, in which Petronet agreed to negotiate the annual purchase of up to 5 million tonnes of LNG, over the lifespan of the project, concurrent with an equity investment in Driftwood.

India is expanding its pipeline network and building LNG import terminals to encourage use of cleaner fuel. Prime Minister Narendra Modi has set a target to raise the share of gas in India’s energy mix to 15% by 2030 from 6.2% now.

“The long-term LNG fundamentals have not changed, just slowed by COVID-19. India continues to need a large amount of LNG and the U.S. continues to produce the lowest cost LNG, so it stands to reason Tellurian would continue to work with all LNG buyers in India,” Tellurian said.

Tellurian has said the $27.5 billion Driftwood project, which includes pipelines, is designed to produce 27.6 million tonnes per annum of LNG.
